III All-Russian Cultural Forum “Nikon Readings. XIII Nikon Readings at the New Jerusalem Museum Sergei Frolkin
It is joyful to know that the cultural workers of Gus-Khrustalny, first of all the employees of the State Historical Research Center, our museum workers continue this valuable tradition - the annual holding of the local history competition “Nikon Readings”. V.M. Nikonov, to whose memory this competition is dedicated, was a wonderful journalist; for a quarter of a century he headed the newspaper “Lenin’s Banner” (now “Gusevskie Vesti”), and at the same time Viktor Mikhailovich carried out enormous work on local history.
This year the Nikon Readings were held for the 17th time. Topics of the competition: “Literary creativity of A.I. Solzhenitsyn (on the 100th anniversary of the writer’s birth)”, “Timurov’s movement in the city and region” (2018 – Year of the Volunteer in the Russian Federation), “Famous fellow countrymen of the 20th century”. 92 works were submitted to the competition. The results were summed up by age category. It’s wonderful that the contestants touched our history and learned a lot about themselves...
On the topic A.I. Solzhenitsyn awards for first place were received by: research“A.I. Solzhenitsyn and the Meshchera region”, author - 1st year student of the GSK Elizaveta Linkova (16 years old); article “A.I. Solzhenitsyn - poet, writer and prophet", author - educator kindergarten No. 8 V.V. Zuikova. The prize “For the original implementation of the plan” was awarded to the installation “Gulag Archipelago”, the author is a student of the school. No. 5 Maxim Fomin (14 years old).
According to the jury, the topic of volunteering was explained better than others by: Dasha Sukhotskaya, 5 years old, kindergarten No. 3, head. E.A. Alekseeva; Yulia Klychkova, 7 years old, school. 15, hands. L.S. Bolshova (for drawings); Daria Kalyamova, 14 years old; Dmitry Ivanov, 13 years old, both from the Istok children's center (painting and drawing); a group of employees of kindergarten No. 38 for the “Baby” volunteer movement. A special prize for the video “We are Timurites” was awarded to Anna Popova and Arina Vetryanina, 14 years old, school No. 16.

The winners and runners-up were awarded diplomas from the Committee on Culture and Tourism (the design of the diplomas with a portrait of V.M. Nikonov was developed by employees of the State Scientific Research Center), as well as prizes from the city library; other participants in the readings were rewarded with competition diplomas. The ceremonial summing up of the results with the award ceremony took place at the ESCC (former Lenin Club).

The issues of the development of socio-economic systems, assessment of the key characteristics of their changes at the present stage, types of development, and the use of innovation as a tool for overcoming crisis phenomena are explored. The place of innovation in the system of social production, the essence of the innovation environment and the specifics of its formation and development are revealed, the evolution of models of the innovation process is characterized, and the influence of the institutional environment on innovation activity is described. It is proved that each socio-economic system generates demand for certain changes that allow obtaining advantages in the production sphere, the effect of which could be transferred to the social sphere. Moreover, the scale of such changes can be very different: from the improvement of individual tools of labor to technical and technological “revolutions,” but the task of obtaining competitive advantages for open systems of various levels remains a priority, and the need for changes becomes not only an objective factor of development, but also turns to the dominant of their development. A description is given of the main types of models of innovative development of socio-economic systems, differing in the scheme of initiation and organization of innovative processes. A set of factors is described (the state’s influence on innovation activity, legal support for innovation activity, the economic state of the system and its resource provision, the level of development of innovation infrastructure and the level of socio-psychological development of society), the complex impact of which determines the choice of an innovative development model. The conclusion is substantiated that the heterogeneity of socio-economic systems and factors influencing the choice of a specific model objectively determine the simultaneous use of several models in accordance with the specifics and level of development of individual structural elements of the system or its functional subsystems.

Item. In the conditions of transformation of the territorial structure of the location of productive forces, difficulties arise in the development of small settlements. In this regard, the task of overcoming negative trends in the socio-economic development of small towns and improving the well-being of their residents is becoming more urgent. Identification of areas for applying management influence on the part of municipal authorities to enhance the socio-economic development of small towns of the republic and improve the quality of life of the population. Methodology. The methodological basis of the study was an analysis of applied works of domestic and foreign specialists on the development of small towns. The study was based on a combination of systems analysis, scientific observation and logic modeling. Results. Based on an analysis of the current state of small towns in the republic, their advantages for the population compared to larger settlements are outlined. The problems of these agglomerations were identified and recommendations were made to enhance socio-economic development. A generalized list of areas for targeted efforts by municipal authorities to overcome the marginalization of small towns and put them on an optimistic development path is proposed. It has been determined that the use of these measures will create opportunities to preserve and develop small towns. It is indicated that such measures can be used in the development and implementation of socio-economic policy at the municipal level, including in other regions of the country. Conclusions. The economic development of small towns in the republic can be achieved by coordinating the actions of different market entities and on the basis of intensifying public initiatives of the population and business activities.

Item. The subject of the study is an enterprise located in the cluster, the specifics of the functions being implemented, and differences from enterprises located outside the cluster. Goals. The objectives of the study are to analyze the specifics of the cluster approach, the characteristics of the functioning of biofuel cluster enterprises, and highlight the management functions of biofuel cluster enterprises. Methodology. General scientific methods were used: analysis and synthesis, induction and deduction, comparison. Methods are presented that can be used to evaluate the possibilities of creating clusters in certain territories: the development coefficients method, the stochastic modeling method and the rank assessment method. Results. The presence of a number of specific features of management of biofuel cluster enterprises has been established, and the advantages and disadvantages of enterprises located in the biofuel cluster have been highlighted. The main management functions implemented when applying the cluster approach are highlighted. The risks of biofuel cluster enterprises are analyzed. Conclusions and significance. Specific features that arise during the integration of enterprises into the biofuel cluster have been identified: specialization of activities, flexibility, reliability of contracts with suppliers, market development. The results of the study can be used by specialists when assessing the possibilities of creating clusters in certain territories, when forming a technological chain of enterprises in the biofuel industry.

The complexity and unresolved problem of the formation and state of human resources in the agricultural sector in modern economic conditions is of particular importance in light of the tasks of ensuring food security and competitiveness of the agro-industrial complex of the Russian Federation, as well as the transition of the industry to an innovative path of development. Economic sanctions made it possible to freely increase the volume of financing in areas of support for domestic agriculture, including unrelated support. The article is devoted to unrelated support for agricultural producers of the Russian Federation in the aspect of import substitution. The progress of its implementation, existing problems in provision and main results are analyzed. The methodological basis of the study consists of methods of induction and deduction, analysis and synthesis, historical and logical methods. The analysis showed the low effectiveness of unrelated support in this aspect, which is associated with insufficient funding and conditions of provision. The main problems in the implementation of unrelated support are: low funding and the need for regional co-financing; failure to provide support to regions with the highest soil fertility and profitability in crop production; the procedure for distributing support funds does not take into account the technological level of agricultural production and the technical potential of the agricultural enterprise; stimulation of an extensive type of agricultural production. Measures are proposed to improve the effectiveness of unrelated support in order to ensure its effectiveness and accelerate the achievement of state-provided indicators in the field of import substitution in the agricultural sector of the Russian Federation: 1) a significant increase in the level of financing of unrelated support; 2) elimination of regional co-financing as a condition for its provision; 3) changing the procedure for calculating unrelated support in terms of eliminating the possibility of denying it to regions with the highest indicators of soil fertility and profitability in the field of crop production and the sale of its products; 4) use of a differentiated approach when providing unrelated support; 5) exclusion of unjustified increase in the area under crops.

Galina Leonidovna Nikonova was a bright creative personality, an associate and organizer of the cultural life of Chuvashia and the Volga region, a continuer of traditions and a talented heir to the family of outstanding Chuvash composers V.P. and G.V. Vorobyov. Thanks to the organizational talent and pedagogical work of G.L. Nikonova, cultural studies education was launched in the republic and several hundred highly qualified teachers of literature, cultural studies, MCC, and art were trained, and the humanization of education took place. The result of many years of work by G. L. Nikonova was the creation of a scientific and educational cultural center of the Volga region. The general directions of this community are the study of ethnocultural values in the educational space, the interaction of world, national and regional cultures in synchronic and diachronic aspects, as well as the study of the principles of integration of literature and culture, as well as the translation of artistic and cultural heritage into school and university education.

The article provides a brief description of the dynamics of agricultural development and lists the main factors influencing the development of the agricultural sector. Economic development through new technologies stimulates the transfer of competencies through expanding the export of educational services in various industries. Studying the in-demand skills and competencies in the agricultural sector allows us to get an idea of the most competitive educational programs for regional labor markets, which can be successfully exported by Russia to other countries, as well as those innovative educational products that the agricultural sector needs. In this regard, the purpose of this study was to study the process of implementation of additional professional education programs of agricultural universities on international educational markets.
The priority national project “Development of the Agro-Industrial Complex” was one of four projects designed for 2006-2007. (In addition to the agrarian-industrial complex, education, healthcare and housing construction were declared areas of state concern.) In addition to the actual economic meaning, which was associated with the rise of agricultural production, the project had a clear political component. The approaching elections to the State Duma and the change of President dictated the tactics of “pulling up the rear,” i.e. relative improvement in the most disadvantaged areas of production, directly related to a large part of the electorate. In this series, agriculture played a special role. The PNP “Development of the Agro-Industrial Complex” is indicative from the point of view of strengthening the role of government and administrative resources in solving economic problems, which fits into the general vector of Russian changes.
The publication, prepared as part of the “Scientific and Methodological Materials” series of the Institute of Statistical Research and Economics of Knowledge (ISSEK) of the National Research University Higher School of Economics (HSE), is devoted to the methodological aspects of the formation of a system of federal statistical monitoring of innovation activities, the introduction of advanced and innovative technologies in agriculture and related sectors of the agro-industrial complex.

The purpose of the work is to compare monetary policy regimes from the point of view of the vulnerability of the economies of the countries using them to crises. The work consists of two parts. The second part of the work - empirical - describes the methodology and results of comparing the adaptive abilities of economies, obtained from an analysis of the dynamics of key macroeconomic indicators in the pre-crisis and post-crisis periods in countries grouped by monetary policy regimes. In addition, estimates of the susceptibility of economies to crises are presented based on calculations of the frequencies of crises under different regimes.
The results of an analysis of current and emerging technological shifts in the agro-industrial complex at the global and national levels are presented from the perspective of assessing the negative impact of these changes on the Russian economy. The future of the Russian agro-industrial complex is examined through the prism of unlikely catastrophic events (“wild cards”), the risks of which must be taken into account when forming the country’s agricultural, scientific and technical policy, and a number of stress scenarios are modeled that, under certain conditions, can be realized in the domestic food sector.
In the modern world, aquaculture is one of the most rapidly growing sectors of the economy. Due to a number of factors, the scale of aquaculture production in Russia today is small. At the same time, key regulatory documents at the federal level pay great attention to the fishing industry and set ambitious goals for increasing production and export volumes. The implementation of aquaculture development programs should be based, among other things, on the introduction of new technologies, the development of scientific and technological potential and the adaptation of the experience of foreign countries. Planning the development of any industry in the modern world must be comprehensive and systematic, and to identify promising technological solutions and management practices, modern and accurate analytical tools are needed. This article proposes the use of strategic analytics as a conceptual approach to data analysis in the context of its modern volume and level of diversification. As a tool for analyzing promising directions for the development of the aquaculture industry, it is proposed to use the iFORA system for intelligent analysis of big data developed by the National Research University Higher School of Economics. The article proposes the use of semantic analysis of large volumes of text information as the main method. The proposed methodology is planned to be used in the analysis of the aquaculture industry in subsequent publications.

The Samara region is a relatively strong region in many respects, including agricultural ones. It can be considered one of the main breadbaskets of Russia. But here too there are many problems in the agricultural complex, both characteristic of Russia as a whole and purely regional. In the 90s, the diversity of agricultural activities intensified. Large enterprises have lost their monopoly positions. The problem in the region, as well as throughout Russia, is the search for optimal forms of coexistence of large and small industries and the inclusion of small commodity producers in the technological chains of agricultural production and product sales systems. The article asks the questions: self-sufficiency or efficiency in the division of labor with other regions? Concern for volume or concern for productivity and profit? Equality or development? Large enterprises or small private sector? The author believes that while maintaining and developing a multi-structure system, the future still lies with advanced technologies and large-scale production. However, we cannot ignore the prospects for the entire mass of small-scale production, which can be quite successfully included in the overall product supply system.

The article examines traditional models for assessing the value of a company, provides evidence of the incorrectness of their use in the functioning of a post-industrial economy, and proposes a new methodology based on assessing the intellectual potential of a company as the main resource for creating its value.
This work is devoted to a critical analysis of the minimum wage institution in countries with developed market and transition economies, as well as in some developing countries. The institutional features of the minimum wage in individual countries are considered: the establishment procedure, regional characteristics, the role of trade unions. A special section analyzes the dynamics of the absolute and relative size of the minimum wage, identifying those social groups that benefit and lose from the revision of the minimum wage. Particular attention is paid to the impact of the minimum wage institution on the labor market. The author examines the mechanism for transmitting an increase in the minimum wage to the dynamics of employment and unemployment and provides the results of empirical research. The experience of many countries shows that an “abrupt” increase in the minimum wage leads to stagnation and even a reduction in employment, primarily among socially disadvantaged groups. A particularly negative effect is recorded for companies with a high share of labor costs and widespread use of unskilled labor, i.e. primarily for small businesses and enterprises in the agricultural sector. One of the conclusions of the work is that increasing the minimum wage is not an effective means of solving the problem of poverty, since most of its recipients are concentrated in households with average and upper-average income.

This empirical article relates to competition theory and industrial market theory. It examines the relationship between industry structure and competitiveness at the local rather than national level. We used micro-level data on banks in two regions of Russia - Bashkiria and Tatarstan - to calculate the values of the Herfindahl-Hirschman index and the Lerner index and estimate the Panzar-Ross model. The latter is done in two ways: through the widely used price equation, which takes into account the effect of bank size, and then through an equation without taking into account bank size, as proposed by Bikker and his co-authors in 2009. It turns out that monopolistic competition dominates in both regional markets, although in Tatarstan the monopoly hypothesis is not rejected. The existence of large local banks does not necessarily make a given regional market more competitive, and the use of non-structural competition measurement models suggests that competition between banks in Bashkiria is stronger than in Tatarstan. Moving further from aggregate analysis, we calculated Lerner indices for two product segments of the banking market of Tatarstan and found that the personal lending market is much more competitive than the legal entity lending market. Community banks have more market power in corporate lending, and local branches of federal banks have more market power in corporate lending.
The Basel Committee on Banking Supervision has initiated a debate on the best practices to prevent bank managers from taking excessive risk. This article proposes a game-theoretic approach to describe the decision-making process of a bank manager who selects levels of risk and effort. If the level of risk affects the spread of future profit values, then the amount of effort affects the probability of a positive result. Although the effort is not observable to the bank's shareholders, the level of risk is controllable and can be measured by indicators such as capital adequacy or financial leverage. The manager is assumed to be risk neutral; a binary outcome of the game with profit or loss is considered. Starting with an overview of the contract scheme, including fixed and variable components of remuneration, it is shown that by differentiating the variable part of the remuneration, it is possible to stimulate the taking of smaller risks. More precisely, the variable portion of the remuneration (share of the bank's profit) when taking low risk should be higher in proportion to the greater dispersion of outcomes observed when taking high risk, in order to incentivize the manager to choose a lower level of risk rather than a high one.
This paper develops a basic model to predict the possible response of financial institutions to the more stringent regulatory measures introduced by the Basel Committee on Banking Supervision (BCBS) in relation to global systemically important banks (GSBIs). The context of the study is formed by the BCBS document of 2011, which established higher capital requirements for global systemically important banks. We analyze the interaction of banks within an oligopolistic market, where demand is limited, and banks are subject to additional capital requirements imposed by the regulator. We distinguish between the announced funding cost, which determines the size of loans issued and the interest rate on the market; and the true cost of funding, which directly affects profit margins. We conclude that in a two-period interaction, both banks will post the highest funding costs, which will lead to a reduction in the size of loans issued (which is consistent with the regulator's goal), but at the cost of higher borrowing costs in the market. If the game is repeated, then both banks choose a smaller loan size than in the last period when the lowest funding cost was announced. Note that the findings correspond to the results of the analysis of the Department of Monetary Policy and Economics of the BCBN.
