I drove through a “no traffic” sign – is it possible to avoid a fine? Sign: through traffic is prohibited Sign through traffic is prohibited fine.
Traffic prohibition signs are one of the least favorite signs among motorists. After all, they mean it is impossible to move along a section of the path, and if you ignore them, you can easily get punished. But there are categories of cars that are allowed to pass through prohibitory signs.
The anti-driving symbol is usually found in the following cases:
- when it is necessary to inform the driver about the proximity of a pedestrian zone;
- to warn motorists about a damaged road or repair work on it;
- when entering an area where the presence of outside vehicles is undesirable, for example, a sensitive facility;
- to indicate directions in which movement is prohibited (in this case it is combined with signs 8.3.1, 8.3.2 or 8.3.3).
Categories of transport that are not subject to the ban
Laws exist for everyone, but not in the case of prohibitory designations. Certain categories of vehicles are allowed to pass under them:
- belonging to disabled people, if the car has information about this feature;
- vehicles of the courier service that delivers goods;
- public utilities transport;
- postal service;
- personal cars of those living in the house near which the sign is installed;
- cars of employees of an enterprise into whose territory others are prohibited from entering;
- public transport.
What is the fine for driving under a sign?
There are several road signs that restrict traffic, and the driver must be able to distinguish one from the other. After all, everyone has their own meaning. It can be assumed that fines for violations differ in the same way as the rules dictated by prohibitory signs. There are also similarities.
For “through passage”
The designation “no through passage” (3.2) indicates that the section of the path along which one can get from one point to another is closed. And you need to look for a bypass road.
But drivers often ignore the ban, because the punishment for violating it is only a fine of 500 rubles. It is regulated by the 1st part of Article 12.16 of the Code of Administrative Offenses:
Failure to comply with the requirements prescribed by road signs or markings of the roadway, with the exception of cases provided for in parts 2 - 7 of this article and other articles of this chapter, entails a warning or the imposition of an administrative fine in the amount of five hundred rubles.
Such a minor measure is due to the fact that the offense does not create a great danger on the road. Typically, there is no heavy traffic of other vehicles on a section closed to travel, so the likelihood of creating a traffic jam or collision is extremely low.
At the same time, ignoring the “no through passage” sign can create inconvenience for pedestrians, and therefore a conflict situation. It can also cause undesirable consequences for the offender himself. Therefore, if a motorist does not have a valid reason for driving under the sign, it is not worth the risk.
Those who have the right to move where others are not allowed should be prepared to confirm it:
- If the driver lives in a house with a “no through passage” sign located nearby, he should present a passport with registration to the traffic police officer.
- Anyone working in a sensitive enterprise must always carry a pass with them.
- Store delivery couriers must have documents confirming their professional need to travel under a prohibited sign.
For “entry prohibited”
Of all the signs that impede the free movement of cars, the “brick” (3.1) causes the most irritation to drivers. Sometimes his presence seems absurd, but the ban should not be ignored. Because the sanction for driving under this sign may differ depending on where and under what circumstances the violation was committed:
- If a “brick” stands as a limiter for the flow of cars in a certain area, for example, at a gas station or parking lot, the driver will face a fine of 500 rubles, or, at best, a warning from a traffic police officer. Here the offense will “pull” under Part 1 of Article 12.16.
- The entrance under the “brick” installed in front of the dedicated lane for public transport threatens with more serious consequences. Therefore, the punishment for it is imposed according to Article 12.17, part 1.1, which reads:
Driving a vehicle in the lane for route vehicles or stopping on the said lane in violation of traffic rules, except for the cases provided for in parts 3 - 5 of Article 12.15 ... of the Code, and the case provided for in part 1.2 of this article, entails the imposition of ... a fine in the amount of one thousand five hundred rubles.
- If a sign prohibits driving towards traffic traveling in a one-way lane, this violation is punished most severely. After all, the consequences can be the most tragic. For this offense, the driver will receive a fine of 5,000 rubles, or even lose his license for 4 - 6 months. And if he commits a violation again, his license will be taken away for a year. The punishment is regulated by part 3 of article 12.16 of the Code of Administrative Offences.
There is also an exception to the rule about the inadmissibility of entry under sign 3.1, thanks to which you can avoid punishment. It is regulated by the Resolution of the Plenum Supreme Court RF dated October 24, 2006 N 18:
...based on the content of paragraph 8.12 of the traffic rules, it is not prohibited on a one-way road, provided that this maneuver is safe for road users and, taking into account the current traffic situation, is caused by an objective need (for example, to avoid an obstacle, parking).
For "traffic prohibited"
The sign now called “no traffic” is nothing more than the same “Through passage is prohibited.” It has the same number 3.2 and appearance, may restrict the movement of not all, but only one type of vehicle.
In this case, in the center of the sign there is an image of a vehicle on which the road section cannot be crossed.
The fine for driving under it is imposed in accordance with Article 12.16 and amounts to 500 rubles. You can avoid payment by getting off with a warning from the traffic police officer.
Are there any differences for a truck?
Causes more problems for other cars due to its size. But despite this, the punishment for the act is almost the same as for a similar violation committed in a passenger car. That is, the driver will have to pay money. But a warning is not provided as a sanction here. After all, the punishment is regulated by part 6 of article 12.16:
Failure to comply with the requirements prescribed by road signs prohibiting the movement of freight vehicles, except for the case provided for in Part 7 of this article, shall entail the imposition of an administrative fine in the amount of five hundred rubles.
Its next section, 7th, prescribes taking the amount of 5,000 rubles from the driver. But this is possible if the offense was committed in Moscow or St. Petersburg.
Signs prohibiting passage are sometimes installed ridiculously and unjustifiably. But even in this case, it is better not to risk driving under them. It is better to contact the traffic police with questions and complaints so that the service can restore order on the road.

You need to know the rules of the road (traffic rules). They not only prohibit committing violations on the road, but also provide certain rights. Prohibition signs do not apply to all drivers and modes of transport. The “No movement” sign in the basic rules for the driver is numbered 3.2 and is a white circle with a red rim. We will tell you what it prohibits, who it does not apply to, and what the fine is in 2020 for driving under a “No Traffic” sign.
What the regulations say
The basic laws for the driver are concentrated in the Rules of the Road. However, there are other regulations Russian Federation, directly determining the order of movement on the roads. In this case, this is the state standard (GOST).
Specifically, GOST R 52289-2004 relates to “Movement is prohibited”. Paragraph 5.4.3 of this document states that this sign on the road is used when it is necessary to prohibit traffic on certain sections of the road. In the same document, paragraph 5.4.29 speaks of the need to install this image on all possible routes of entry into the territory where restrictions apply and where transport is prohibited.
Traffic regulations determine that it is impossible to move in the area covered by this road image in both directions. Therefore, it should not be used on roads with only one-way traffic.
Which vehicles are covered by the “No Traffic” sign?
Its effect applies to transport of any type. Drivers should be aware that they will be punished for illegal entry under sign 3.2. In this case, this is a fine, the amount of which we will discuss below.
However, like many prohibitory signs, “No Traffic” provides a fairly significant list of vehicles to which it does not apply. What exceptions are there?
Who can drive through a “No Traffic” sign?
The list of those who can safely enter the restricted area is quite large. It is established by GOST R 52289-2004. Clause 5.4.30 of this document indicates for which groups of people and vehicles “Movement is prohibited” does not apply.
Can enter:
- People living in the area within the scope of the sign.
- Drivers with disabilities of groups I or II, as well as drivers transporting persons of these groups or disabled children.
- Persons working inside the zone using personal transport.
What vehicles are allowed entry:
- Route transport, if the restricted area is located on the established route.
- Transport that serves enterprises and their employees within the “No Movement” zone.
- State postal transport, if it is indicated by a white inclined stripe on a blue background.
Naturally, the right to such travel, if necessary, needs to be confirmed, otherwise, at best, you will have an unpleasant conversation with the traffic police officers.
What documents confirm the right to move in the “No Movement” zone:
- Residents of the area covered by this sign must have a passport with the appropriate place of registration.
- Drivers who serve enterprises in this zone or deliver goods to them are required to have a permit or invoice that indicates an address within its coverage zone.
- Employees of enterprises in this zone also need something to confirm the fact of working in it. In particular, you can take your employment contract with you.
- If the driver is disabled, his vehicle must be marked with an appropriate sticker. It is necessary to have documents confirming the fact of disability.
Differences from the “No Entry” road sign
There is a similar road sign 3.1 “Entry is prohibited.” Outwardly, it looks like “No movement”, only with a red circle inscribed in the center of which there is a rectangle white. For this addition it is often called a “brick”. But what is its main feature?
Sign 3.1 is more strict and assumes the presence of a real danger within its zone; in particular, it is installed before entering sections of roads with oncoming one-way traffic. Only passenger transport whose route runs through this territory is allowed to enter the territory of its operation.
What sanctions are expected for violation?
Violation of traffic requirements, even if it did not entail any consequences, is a serious administrative offense. Responsibility for such violations in the Russian Federation is provided for in the Code of Administrative Offenses (CAO) dated December 30, 2001 No. 195-FZ (as amended on August 3, 2020). Article 12.6 of the Code of Administrative Offenses establishes that such an offense is punishable by a warning or a fine.
If you are stopped by traffic police in a prohibited area, behave calmly and politely. Apologize, say that you didn’t notice the ban, explain why you need to go here.
If your explanations do not satisfy the traffic police, you will have to pay a fine. For driving under a “No Traffic” sign in 2020, the fine is 500 rubles.
If you believe that you have been punished unfairly
When you are fined illegally or erroneously, try to challenge the decision by contacting the traffic police or in court. In both cases, it is better to involve a qualified lawyer in the case.
If you agree with the decision on the fine, try to pay it on time. The presence of unpaid fines can lead to various unpleasant consequences, including refusal to travel abroad. You have 70 days to pay the fine. Ten of them are given to appeal the decision.
Prohibition signs are familiar to all drivers - driving past without paying attention threatens to pay with money or.
Although a white circle with a red rim - a traffic prohibited sign - there are exceptions for a certain category of persons and professional machines.
According to traffic rules, the traffic prohibited sign, although it has exceptions, warns of the seriousness of the intentions of law enforcement agencies in the event of a violation of movement on the road.

Type of prohibition sign
This white round stencil with its red inner circle seems to say that you can’t drive any further. Drivers often encounter it in cities and rural settlements, where there are park areas and vast courtyards of high-rise buildings.
For all signs installed on roads, a manufacturing standard is determined, and the surface is covered with a special reflective substance.
What territory is the sign valid for?
Everyone who drives a vehicle knows that if they encounter a white circle with a red frame on their way, driving under this sign and driving is prohibited, except for exceptions, a fine will follow from the traffic police officers without fail.

The ban is imposed regardless of the direction; there are restrictions both at the entry and exit from the territory, and it has additional designations.
Each prohibition sign has its own active zone, only in which a law enforcement officer can impose a fine.
For signs prohibiting traffic, the effect extends to the first intersection on the road, but if there are no intersections there, then the termination occurs with the end of the road line. At the same time, regardless of the quality of the road surface, dirt or asphalt.
Who is banned?
Typically, a white stencil with a red inner circle is provided with special signs that contain information limiting entry by time or other:
- closed and forbidden area
- carrying out repair work on a specific area
- closing a section of the street for festive events
- regulates passage to a residential area, courtyard
A similar sign is installed if there is a side exit onto the roadway, and an informational explanation is attached to the prohibition - in which direction you can move further.
Who is allowed to pass the sign?
In a number of exceptions, the prohibition does not apply to cars. These include:
- Vehicles belonging to the vehicle fleet or serving enterprises located in this area
- cars of citizens living in this territory
- minibuses
- driving their own vehicles or being transported by a driver
- transport belonging to the post office with a specific designation on it
It is possible to prove to a traffic police officer the legality of crossing a restricted zone only by providing him with the appropriate permits. A driver with a car servicing a store located within the boundaries of an active sign must have invoices with goods for this enterprise.
If a person resides in this area, he submits a passport with registration. People with disabilities, in addition to identification documents, provide their car with a sign corresponding to their status.
What will be the punishment

Legislators limited themselves to fines for violators crossing the prohibited zone.
They believe that the driver does not create dangerous situations if they have driven under the sign, of course, when the driver behaves adequately with the representatives controlling this section of the road.
It is hardly possible for someone who has not documented their right to pass under the sign to challenge the violation.
Unlawful actions by law enforcement officers can only be proven with data from a video recorder, recorded on camera and provided to the court.
Rudeness to police officers will not bring positive results even to law-abiding people. You should not give the “rights” into the hands of the inspector, read the protocol drawn up carefully, and sign only a correctly and reliably drawn up document.
The most correct recommendation for drivers is to move competently and pay attention to all traffic rules signs. The rise in road accidents requires strictness from legislators. Every year the requirements become more stringent, the rules are updated, and ignoring serious signs will not bring positive results in accident-free traffic.
The futility of disputes between lawyers and driving personnel has long been confirmed by accident reports and road battles.

Failure to comply with basic traffic rules is one of the most common and popular issues in any locality. In addition to the fact that traffic violations are a violation of the law, these actions can cause accidents, accidents and many other things. In individually selected cases, even the most minor violations, and one of them is a fine received for driving under a traffic sign, often cause a threat to the health of ordinary people.
The prohibitory table number 3.2 refers to a type of road sign that prohibits any action.
In this case, the sign says that in a certain area, after it, no traffic is allowed. In this case, the flow is “cut off” in two directions at once, that is, the payment is imposed on both exit and entry.
Important! The rules stipulate that a sign prohibiting traffic must be placed before entering the road on the side. As a supplement to it, one of the signs is placed.
Sign area
The road sign is used in a number of cases and places:
- in order to designate a pedestrian zone both on the roadway and on any specific road or street section;
- it is placed if it is necessary to block movement during events involving large quantity of people;
- to block prohibited traffic while the road is being repaired;
- at the entrance to one or more courtyards, as well as at the entrances to alleys with dead ends and with road signs that indicate a dead end;
- at the entrance to the checkpoint, as well as at the entrance to the territory of enterprises, firms or companies.
What exceptions exist for this sign?
For example, the ban does not apply to the following types of automotive equipment:
- Public transport, but only if its route goes exactly to this territory under a prohibited sign.
- Cars that are driven by people with physical disabilities. In particular, this applies to people with disabilities of groups 1 and 2, as well as to people who transport disabled people.
- Service vehicles that serve companies and organizations located outside the restricted area.
- Personal vehicles, if their owners live in an area where traffic is prohibited.
- Specialized postal service vehicles. But such cars must have a special official livery.
Important! All categories of vehicles listed above must exit and enter the restricted area, but only along the shortest routes. This does not apply to route transport vehicles.
What is the difference between the two signs - no movement and no entry?
The entry ban is applied in areas where it should be prohibited. These are entrances to residential courtyards, gas stations, playgrounds or other similar places where separate exit and entry routes are provided.

What is the fine for driving without a license and documents?
As for the traffic ban, it applies to pedestrian areas, streets and certain areas.
Fine for driving through a no traffic sign
Sanctions may differ from each other, but their actual size depends on three factors:
- The situation on the road during which the offense was committed.
- Category of human rights violator. He may break this rule for the first time or for the second, third, etc. time.
- Means used to record violations. This could be video equipment or photography.
All sanctions are indicated in the Code of Administrative Offenses of the Russian Federation, where they are described for each type of offense. The amendments that were made did not increase the punishment in any way, so their size remained exactly the same.
There are penalties such as:
- 500 rubles. This is one of the mildest punishments, which is applied when the car entered an area with a prohibited traffic sign. According to practice, the driver is not deprived of his license for this offense.
- 1500 rubles. This penalty amount is suitable, first of all, for those drivers who drive onto lanes intended for route vehicles. It should be noted here that in large cities the fine for the same offenses is doubled.
- 5000 rubles. Also, this moment can be replaced by deprivation of rights for up to 6 months. This applies to cases where the driver finds himself in a lane with a sign on one side of the road.
Attention! If the driver violates the last point more than once, he may be punished by deprivation of his license for approximately 12 months. (According to Article 12.16 of the Code of Administrative Offenses, Part 3.1).
Fine for trucks
Under what circumstances do truck drivers pay a fine for driving under a truck sign?
Many freight vehicles cannot move along all the streets, alleys and roads of populated areas.
You can also see a traffic prohibited sign, which does not give the right to drive trucks.
This is explained by several reasons:
- Trucks produce several times more noise. In addition, they pollute the environment very heavily, much more than passenger vehicles.
- In heavy traffic, trucks are the main cause of road and road wear.
- Trucks are distinguished by the ability to block traffic for all other vehicles.
Every driver, when driving a car, must know the rules of the road. And in particular, which signs are prohibitive. After all, if you do not follow the prescribed rules, you can pay a considerable fine for the identified violation, and in some cases, lose your rights.
So what to do when you find a sign on the road indicating that traffic is prohibited No. 3.2 according to the 2019 traffic rules. Is the only way out to go back and look for another way?
Designation of sign 3.2
To understand what we are talking about, you need to imagine the appearance of this road sign.
It is a white circle framed in red, and means that further, after the start of the sign, entry is prohibited.
And here it is worth noting that according to the traffic rules, movement is not allowed for both exit and entry, that is, the driver will be fined in both cases.
You can come across such a prohibitory sign, which means that driving further is prohibited, both in rural settlements and in cities. They are usually installed in parks and large courtyards of high-rise buildings. In addition, their presence takes place before the side exit. But in this case, additional explanatory signs must be installed that indicate which vehicles, according to the traffic rules, will not be allowed to move in this direction.
Where and to whom does the sign apply?
Any motorist knows that if on the way he encounters a sign prohibiting further movement, it is better to choose a different route. And the driver can be fined precisely in the area covered by the prohibitory sign.
Its effect will extend to the first intersection. But if the road has no intersections, then the ban will end at the place where the road line ends. And the road surface will not play a role here, since it can also be a dirt road.
But, as a rule, if this is not an area where vehicle traffic is not allowed in principle, then along with such a sign there will be another one, in which there are explanations.
Such a white circle with a red frame may prohibit entry for some reason, or limit it by time.
This usually works:
- In closed areas and restricted areas;
- During repair work in a certain area;
- When blocking traffic on specific streets during special events;
- Moving vehicles into a specific yard or area are regulated.
This road sign is usually accompanied by additional explanation. A ban on further movement may be limited to specific vehicles only.
So, quite often you can come across a sign when there is a sign that the movement of motor vehicles is prohibited. This item will include all vehicles that begin their journey with the help of an engine. These include self-propelled vehicles and tractors. In this case, only those vehicles that fall under the category of exceptions will be able to continue driving.
In addition, you can find the following prohibiting signs for certain types of transport:
- prohibited for passenger cars (sign 3.3);
- Prohibition on further movement of trucks (sign 3.4);
- Prohibition on entry of motorcycles into the specified territory (Section 3.5 of the Traffic Regulations).
To whom does the sign not apply?
This rule from the traffic rules will have its exceptions when certain vehicles still have the right to travel under the traffic sign.
These will include:
- Cars of residents or employees of the adjacent territory;
- Cars that belong to Russian Post and have a special badge indicating this;
Means of transportation for workers who service certain facilities in the specified territory; - Vehicles that are minibuses and buses;
- Cars that transport disabled people of the first and second groups, and it does not matter whether the disabled person is the driver himself or acts as a passenger, as well as disabled children.
Of course, if a driver is driving under a prohibited traffic sign, and is then stopped by a traffic police inspector, then he must have evidence of why his movement here is legal.
So, for example, for a driver servicing a store in a specified territory, it is necessary to have invoices with goods for a specific store.
And in any case, when the driver drives under a road sign prohibiting movement, they must remember that their route should be as short as possible.
Punishment for the violation committed
As the traffic rules say, if in a certain territory there is a road sign prohibiting passage, then for violating such a rule, in 2019, the law-abiding driver will face penalties in the form of penalties. This is, of course, in the case where his vehicle does not fall into the category of exceptions.
